I am having this issue as well - mostly noticeable during camera movements and scrolling. I've tried Directx9 and 11 but nothing has changed. Before the update I never had any framerate/stuttering issues.
I've tried removing mods, new saves, and resolution settings but can't find out the cause.
Yes! This used to be smooth, I could easily stream my game and build and it was all flawless! Now just adding a door, moving the camera or give sims a command..makes it all stutter and slow down. It's like molasses has been poured into the game. I'm playing vanilla now because the game can't really handle mods on top of this mess.
