We should not have to resort to using DX9. My GPU (Nvidia RTX 4090) is MORE than capable of running a DX11 game. I too have micro stutters since 1.117.221. Before I was having smooth scrolling on 64x64 heavily built lots. I have removed all my mods and cleared all game cache files and ran a clean new save. Something in the last update has really messed up.
