I have no idea what the cause is because we modders don't have access to the code you fixed it in, but I can't seem to apply any modded facial attributes to Child sims after the Toddler/Infants/Child...

plus when trying to use presets for toddlers and for infants for poses you can assign in CAS but when you go into live mode it diverts back to normal and I knowthe creator who made an infant preset said said it was a fix in the game in the lastest update that caused the issue and there was nothing he could do to fix it.
