I have been testing playgrounds today. I noticed that if you have the modular playground equipment and swings, they are the only thing that kids will play on. Toddlers will not be able to enter the lot if they do not have enough movement skills, even if you have other things they can play with, that does not require high movement. They just stand around on the edge of the lot.
If you remove the modular play equipment then kids will play on swings, Jungle gyms and use other toys. Toddlers with low movement can enter the lot and play with toys and doll houses.
Playing on PC. Never any mods. No CC. All packs. Most kits.
