When Sims are asked to sit for a wedding, they stay seated for a minute, but then are up walking around, talking, or doing other activities by the time I can actually start the wedding.

Mine got up when I sent two people together to the altar. If I sent them one by one the guests stayed seated but every time I sent two Sims together the guests stood up.
I got them to stay in their seats by using living room/ easy chairs instead of dining chairs. Unfortunately, the chairs that are suggested / made for this event type are all dining chairs. This also works for base game weddings. Living room/ easy chairs also keeps sims seated at funerals with Life and Death pack.
