Hello all! We had this very issue on a several year old save file. I tried completely removing the EP15 folder in the game folder (Windows). After booting up the game, the save file was marked with "Requires For rent" but started it anyway. After loading into a household that previously had the issue, the neighborhood now looked correct! We will avoid For Rent until EA for sure have fixed this issue.
