I just had this happen to me for a second time, the last time this happened was in a different save file over a year ago. I noticed that one of the first big identifiers that my save is corrupting along with default lots is not being able to go to the second level in world view of a residential rental.
fortunately I was able to recover a previous save before the corruption happened. the corruption happened when I placed a sims household into a residential rental. I tried this quite a few times with the corruption reoccurring every time, until I deleted two empty residential rentals in another world, then I was able to place the sims in the rental with no issue.
