Hi, I had the same issue once while being on vacation in Selvadorada. Got information I have to pay bills, clicked on the option on my sim's phone, nothing happened, thought that maybe I have to come back from vacation to be able to pay them but when I did, the option to pay bills completely disappeared. I removed the mod folder, cleared cache, moved out and in again and still nothing, no option to pay my bills on phone, computer or the mailbox and information that the utilities will shut down in 0 days. I tried "household.autopay_bills true" as well and it also had no effect
And my bills are at negative estimate
