I have the same problem with a sim in the painter career after choosing a career path. In the info panel it says level 6 with the level name and then beneath level 10 with another job level name.
The other sim in the household, who hasn't chosen a career path yet, still gets normal promotions.
The problem occurred after the 1st July update. I use little to no mods.
