Okay this is only a temp fix for now but make sure you do all your tasks and the tick is all the way to the promotion you will need UI cheats to do the the next step right click on the picture in the career menu and the click promote. I just came across this issue after the 10th July update. I am doing a challenge where they have to finish the career before I move on so this is the only way I can get promoted.
