Like MisfitBec said, after the latest patch I've found almost the same way to promote to level 10.
It's still use cheats, but I think can be done without any mods. When the sim comes back from work, instantly pause and then open the command line - testingcheats on (better do this) before the sims comes back - careers.promote business or any other job like written in https://www.carls-sims-4-guide.com/careers/cheats.php and enter.
I did this and with mccc on business and comedian, both has work good and have reached level 10. For the next promotion better wait after the next working day with the raise. When I've tried all at once it didn't get to level ten.
