No Promotions. Getting Raises instead

I had stopped playing after the July 1st update broke everything, but I decided to play yesterday after I noted that many issues were fixed. However, I put my sim into the culinary career and had him join the mixologist branch. He was promoted as usual until level 9. Going from career level 8 to level 9, he unlocked the level 10 bar reward into his inventory, and now only receives promotions instead of maxing out the career at level 10. The requirements for level 9 to level 10 disappeared after he received the first promotion, which says to me that the game thinks he's at level 10 even though he's at level 9 +2. The bar shouldn't have unlocked at level 9, as it says in the description it unlocks at level 10.

I am playing on PC, never had any mods or CC. My game updated to the most recent version on July 11th. I don't have the most recent Nature pack but I have all other expansion and game packs, some of the stuff packs, and no kits.
