No replies to "Find a Pen Pal"

I've searched extensively, finding only old threads and none specifically about not getting responses to "Find a Pen Pal" (the others are in regard to 1) Not getting postcards or 2) Not being able to request postcards).

PC: 1.113.297.1020
All expansion packs

Recreate the issue: Have Sim select the socials menu on PC, then select "Find a Pen Pal". Some time later have Sim check for replies.

What happens:  Prior to the lack of responses, the Sim had collected 13 postcards. Then nothing. The request is completed; after allowing several hours to pass (even a Sim day or two), there are no responses and a notification "Shucks. It looks like no one replied to my penpal request, which is now closed. The good news is: I can post again whenever I want!"

In terms of troubleshooting: No mods (have played with and without them, no difference). Cleared cache. Repaired game. Replaced the Sim's computer twice.

Not sure when the issue began because I don't regularly seek pen pals.
