I have the same problem in my legacy save. Two of my sims were married before the latest update, their marriage certificate is still in their inventory. Now the family tree shows them as 'child of a cousin' and they are no longer married. I can no longer do romantic interactions with them. Only serenade or offer a massage. Is this by design or just a bug?
