I have this issue as well, or at least something similar.
My sims will only sit on the ground when using a campfire. If I have attached chairs (that have been slotted in) and have my sim sit in one. They will get up to sit on the ground whenever I chose a cooking interaction on the campfire. If there is not slot open (meaning there are chairs everywhere), they cannot cook because they need to sit on the ground.
Also, sometimes if someone sit in a chair slotted to a campfire, it blocks another sim wanting to grill some food on the campfire (even though there is empty space for them on the ground between chairs). Took me a while to figure that one out.
