Is this what you are seeing: https://answers.ea.com/t5/Bug-Reports/SE-Placing-residential-over-Onsen-lot-shows-as-residential-on/m-p/13840790 but for all lot types and not just the onsen ?
Does it work for you if you place a commercial lot on residential ?
