I am also having this issue since the update! PC, vanilla game.
When I try to place a lot from the gallery (my own lot) the game freezes from manage worlds, and from build mode it wont place the lot but doesnt freeze.
This is new since Feb 25th update. Cache cleared and the usual troubleshooting does not resolve (in a new save).
