Ive been having this problem too.
MOO is on and it will happen to any size lot for me and usually happens if I place lots from the gallery one after another in short succession.
(place a lot back out to world move to new lot place another and repeat until I get stuck at the loading screen.)
Its gotten to the point where I have to save every time before going back to world select and that shouldn't be happening to a game as big as this especially for this long with no resolution in sight🙃
