Unfortunately, the gnomes keep moving, as you can see from the video. The save is not a new one, but it's vanilla, I use it to test new patches.

Yep.. Newly placed gnomes (and any that were already placed in Innesgreen,) do not move. Old gnomes already placed in earlier saves do move.
Haven't started a new save so haven't checked if already placed new save gnomes move or don't.
