I still hope this eye bug is being looked at. It's been almost two years, and this eye bug issue is still the game. Also, the correct title of the tropic should be Preset Eyes Eyelashes Lighter Now. They are the preset eyelashes not eyeliner. It seems like a transparency issue.
Hover over the eyes in CAS and you will see this bug easier like in the below screenshot.
