Ps4/ps5 Promotion Bug

My sim was level 9 in the criminal career. Her progression was at excellent,  and all daily task completed. All of a sudden she never got last promotion. Just kept getting raises. She was Oracle Level 9 +22. After each raise her progression drops back down to average. So i decided to quit and join career again hoping it might fix issue.  Now sim is stuck at level 8 and its doing the same exact thing. No promotion,  several raises, progression reset even if everything is done. It's preventing me from getting my trophy for reaching level 10 in the criminal career.
