Do you have any custom tattoos already ? Seems there's an limitation on console as described here:

No I don't have neither in that sim or that household.
No, every time we use the gallery tattoos our screen is stuck on that tattoo and we aren’t able to use it. We can’t click anything else either we are forced to restart our game. Making all of the tattoos completely unusable.
Im using brand new sims with zero tattoos and it still soft locks the game upon clicking any tattoo in gallery before I can even download it, making me force quit out of the game, on xbox series x
Not on the save I’ve been trying to apply them it just freezes completely like I can move the cursor around but I can’t select the creators profile or anything I have to completely restart the game to fix the issue it’s so weird
It’s not a limit issue we quite literally cannot press items on the gallery (especially the tattoos) if we try to press something on the gallery our game completely freezes and it’s been an issue since April , The new update didn’t fix this either
I have 5/6 of my own saved. And about 10 on sims in my games. But nothing else saved in the gallery
