Figured it out! Just had to complete this step in a new save, then could go back to my regular saves and continue on.
I don´t understand: how did you complete this step?
I have the same issue..
Save your current game and exit out of the game. Start a new game and go to the library. The step will complete. Exit out of the new game and load your saved game. You will be able to continue the quest.
