Just reporting that I switched to a new save that had the Willow Creek Library and was able to complete the task there. I returned to my original save and the Event did advance. So confirming that's a successful workaround.
Also, to clarify, my main save does not have a Library at all in Willow Creek. The lot is a completely different type, so the Event should have suggested a library that does exist in my game (like in Windenburg).
I suggest that when designing these events, devs please consider that many Simmers customize their worlds to their liking, so alternate solutions to fulfill tasks are necessary.
