Eons ago I built a new library on the site of the Willow Creek Archive. It appears the quest to meet the envoy at the library cannot be fulfilled with a replacement library. I imagine I need to downl...

yes, if you edited the lot you will need to do that task in a new save game. It will start with the tasks you haven't done yet.

If you don't necessarily want to do the events on your regular save, I suggest to just have an event save where you do all the events.

Play with a single Sim and don't change anything about the base game worlds. for that save. It doesn't matter where you do the event. Once you unlocked the items, they'll be availble in all your saves.

I neither edited the library nor the Blue Velvet Lot and it isn't working on an old save. Only on a new one. So mayne..the ambassador moving into a lot might be the reason as someone else mentioned.
