Ideas
Try clearing the cache files and see if that helps.

Also try switching to another household. Play them for a few minutes, then come back the original household and see if the issue remains.
Also see if having your sim travel to another lot and back helps.

Hi! Thank you for the suggestions, but unfortunately, none of them solved the problem. After looking in my files, I saw several UI error reports, and they all mentioned the notification wall. So, my game registers an issue, but I still don't know how to get rid of it (other than going in a different save entirely). Is there an appropriate place to decipher the following error message?

could you try if deleting the following file does anything: Documents\Electronic Arts\The Sims 4\notify.glob

Hi! Thank you for the suggestion. I tried that, and upon opening the game it seems to work, but it almost immediately breaks again. I've had this happen a few times, where the notification wall seems to reset itself before becoming unreadable again. After repeating the action that caused the problem (examining the water), I found that the same error occurred a second time, and that one notification is now stuck. So, I know what causes the problem, but I still don't know how to get rid of it. :(
