I made a custom venue with waltzing as an activity and restricted it to celebrities. Now, nothing can get done on the lot because everyone keeps cancelling interactions to cheer. All of the sims on the lot just stand in a circle around one single high-level celebrity who dances on their own.

You are aware that this will never get fix, like the other one hundred bugs and annoyances in the game. Anyway, there is a solution:
Celeb Dancing is Not Performance (plus don't dance in restaurants etc.) by LOREA
Look for it in your search engine of choice, I cannot insert links, this forum, like the game, doesn't even work.
