I discovered this issue too. After disabling all CC and running a new save my frames were about 30-45fps on the lot Verdemar Palace, Dambelle Palace has massive frame drops every 2 seconds from 80fps to 40fps, and Bellacorde Palace averages around 50-68fps when you move the camera. All other words have no issues whatsoever fps wise running the game at 163+ fps (v-sync enabled). It is difficult to play this world because it feels so jittery and the fps is so unstable.
