Same issue - I play on PS5 (All content + updates)
I play rotational - the relationships are fine but when I get back to that household it has decayed. Romantic changes are switched off in neighbourhood stories too
To clarify it is only the romantic relationship that drops to nothing. Friendship is unaffected.
