Every time I try to place this small bookshelf it always says my sim can’t get to it and I’m not sure how to fix it. Nothing is in the way and it’s placed with Moveobjects off

I started noticing this after the last update (or possibly the one before). I put mini bookcases on endtables, desks, dressers etc normally and can access them but not anymore. I've tried different mini bookcases, different surfaces, different households, all give routing failures. If I go into build mode and put it temporarily on the floor it can then be used, but I don't want to be doing that every time someone wants to read!
On PC, updated to latest, all packs except maybe 1 or 2 kits installed, no mods or cc.
