Every time I try to place this small bookshelf it always says my sim can’t get to it and I’m not sure how to fix it. Nothing is in the way and it’s placed with Moveobjects off

Possibly this has changed slightly with the latest update as I can now access my mini bookcase from certain surfaces, such as an end table, but not from countertops (I tried it in various positions along the counters):
