I've identified the cause of this issue: The Master of Grudges aspiration (a reward from the Lost Legacies event) is the culprit.
If you even have this selected as an aspiration on any Sim (completion isn't necessary), that Sim will eventually begin getting the Never Scared bored moodlet. They won't start seeing it immediately. Takes around five in-game days to kick in, but once it does, the moodlet will pop up fairly frequently.
This aspiration is supposed to carry the dastardly bonus trait, but the field is blank in the CAS. I believe it was mistakenly attached to whatever hidden trait causes the bored moodlet from the Scare Seeker lot trait instead of dastardly.
this sounds about right, I only temporarily used that aspiration twice and both of those sims are now experiencing this issue alas

I am currently doing this aspiration and can confirm I did not start having this issue until my Sim started it.
Funny you mention that. Because I noticed I cannot invite anyone over anymore. Only "Trick to come over." it say's from master of grudges aspiration, but the sim does not have that aspiration. I've never used that with a single sim, yet, actually.
i have this as well, although only on the sims i had at least briefly selected that aspiration for (it works the same as "invite over" but it is weird to have to "trick" a friend into coming over lol)
