My guess is that this is a symptom of [EBN] Ailments too frequent | EA Forums - 12340205 and many Sims walking around with the Gnome Lure Ailment.
Maybe it is a symptom for the community lot gnomes, but they are also appearing in my apartment in San Myshuno and I don't want to play with them, and my sim didnt have Gnome Lure. It's a small apartment and I now have 5 gnomes in my hallway. I don't even have a yard or a garden. Just one of the new potted house plants. The event is just too extra and it happens soooo frequently. The evil gnome came and just broke all of my things for no reason.
