I think this might be tied to N.A.P.'s (Eco Lifestyle). The gnomes that kept spawning on the main lot all had the Role - Repairs and Upgrades when you hover over them. I noticed the annoying Eco Friendly Appliances NAP was active, so I cheated it away to Green Gardening instead. The next sim day or so, new gnomes showed up with seed packets as Role - Gardening. The timing was too perfect for it to not be a coincidence...
