Hi, just adding my voice to this issue. It started recently for me, but man, it's every Sim and it makes winters impossible to enjoy as they're constantly running outside to shovel a snow mound. Even after I cancel the action, it just pops up again and they're off.
Just wanted to add that I noticed snow mounds seem to be overspawning. I made a brand new save, no mods, in winter, and in a couple of Sim days there were mounds all around the house, in the yard, even on the covered porch. My sims escalated with snow shoveling and making snow angels.
