This issue seems to be fixed in today's patch. (PC: 1.113.297.1020). Toddler, Child, Young Adult and Adult sims were all able to "ask for present" from Father Winter, and receive a present. I'm not saying it won't "un-fix" in a later edition, but it was working for me just now.
