Not sure if this is a bug or not, but Father Winter refuses to give my toddler a Winterfest gift when asked for one. It's been a while since I played a save long enough to get to my sims having kids so that's why I said I wasn't sure if it's a bug or not.
Does your toddler by any chance have the Charmer trait? I've noticed that Father Winter refuses gifts to all Charmers and reacts to them as if they are being mean/rude to him.
Nope. He was independent. Now he's a child, but has a little brother, who is still currently an infant. Will update you if that boy has an issue with Father Winter.
