while playing in the sims 4 I've noticed that the snowmen and snow angels won't melt in the neighborhood. So far it doesn't affect gameplay, but it is very strange to see snowmen, etc, during a heat...

Is this with or without mods/cc ?
no mods or cc. I just play the game and expansion packs. The snowmen are not on my properties, but out in the world, instead. Their are leaf piles that are the same. My sims cannot interact with them and today I noticed that I cannot harvest plants in the wild. I can search for frogs and dig in piles, though. It's this way in all my worlds.
