Hello, the Wicker Upper Hamper from the Sleek Bathroom Kit is not a functional hamper even though I have Laundry Day Stuff Pack in my game too.
I don't know if it's a bug or if it has been forgotten to make it fonctional with Laundry Day, but I think it should be functional (like the changing station in the Storybook Nursery kit).

It says “environment: 1” in the description which usually means it’s for decoration only. Same as the base game rectangular wicker laundry hamper. EA should just add the option to turn the laundry functionality on or off.
It’s not a bug or related to mods in any way.
I don't think it's a bug, it's meant to be a decorative hamper, like the base game one.
