[SE] Can't ask Yamachan for capsule during festival of youth

My child sims cannot ask the Yamachan for a capsule during the festical of youth. They can during the festival of snow and during the festival of light though.

I don't know whether they can ask him outside of these, since I never encounter him when there isn't a festival going on.
