I also have this issue. I used mods to get rid of it but it keeps coming back immediately, indoors, outside, during the day and the night. I tried turning off fears & wants, turning it back on, I used the cheat trait.equip_fear fear_fear_dark, got rid of it naturally, got the confident moodlet, went back outside and got the scared moodlet and it didn't work. I'm unsure how to fix it and to be honest it is making it almost impossible to play currently :(
