Sim has not been getting promotions

For a while now, I think it started since the latest update, my sim has only been getting raises and not promotions. She is in the culinary career and is a executive chef. She also has done all of the promotion tasks (Max the cooking skill and have level 8 gourmet cooking skill). Everytime she gets a raise her performance goes back to average and the daily task says not started. 

It has become a bit ridiculous how many raises she has got now. She got around 300 simoleons an hour when she first got promoted and now she is getting 693 an hour
