Sims and Time Freezing

When i play after 2 minutes my sims freeze along with the time in game. i can no longer play at all. The NPC sims around my lot still move and so does the sun / shadows (time is moving outside my lot). I've tried repairing and nothing has worked. - this only started happening since the most recent update.
