Sims are no longer promoted in their careers, but only receive salary increases

I have noticed for some time now that when a Sim reaches a certain career level and should actually be promoted, this does not happen. Instead, they receive a pay raise, and in the career description, the level remains the same and receives a +1.

I tried again today. (Career Criminal)
My Sim started at level 1, then got promoted, but was asked which direction he wanted to go in (boss or oracle).
With the next “actual” promotion, he only received a pay raise, but I was shown that he had reached level 10. However, the job title said level 6 +1.

I played on Playstation, that makes the Trophie "Master Thief" not achievable.
