I wanted to edit the original post I made but it doesn't let me, realized as I continue trying to deal with this bug that sims also ignore me canceling out their queue and continue to do whatever autonomous action they were going to do, for example:
- my sim autonomously was going to bed (she didn't need to sleep yet as her sleep need was fine), and I cancelled it out to replace it with a different task but she still put herself to bed
- My sim had sunbathing in her queue, but her toddler was hungry so i told her to take care of the toddler and she still went to sunbathe until I reset her
- my sim watches tv while her infant starves, and ignore me when i cancel the tv watching to feed the infant
