Sims keep stopping/cancelling out their actions to do other things

This bug has continued to get worse for me.  I can queue Sim 1 with a yellow bladder need to go to the bathroom, direct Sim 2 to do a skill building activity, then return to Sim 1 to find they haven't gone to the bathroom and are grilling fruit instead even though their hunger need is green.  I will get them started reading an appropriate skill level book and they immediately put it down to stand there and do literally nothing else.  Sometimes I get frustrated that they're not doing a task I selected and I will queue it multiple times in a row only to have them cancel every single one at the same time to go watch a movie.
