Sims Not Holding Toddlers Properly

When travelling with toddlers, this is how my sims will load every single time:

In this particular household I have two adults, two kids, two toddlers. When they all travel together the parents will both be 'holding' a toddler each without actually holding them. If I then tell them to 'put toddler down here' somewhere, it will glitch out and they usually just stand there and do nothing with the toddler clinging onto them as above. Their action queue shows they are 'holding' the toddler and the only way for me to stop it is to cancel their queue so that the toddler ends up on the pavement near them.

Playing on PC, Windows 11, all packs installed, patched up to date, no mods or cc used.
