Same issue. My Sims keep repeating the same interactions and won't engage in any romantic interactions directly with their partners except kissing. I remove my cc and mods but still the bug doesn't go away. They always repeat conversations like hug, family kiss, talk about weather, get to know and joke about facial hair.
