I have been having this same issues. I decided to see if the club system could get a married couple i wasnt controlling to flirt, and the answer was no. Flirt, kiss and woohoo were the only activities and they would do none. With my own Sim and extreme effort i managed to get another sim to autonymously massage his shoulders, they had max romance and soulmates. Also worth noting an Unflirty sim, no mtter how steamy thing got would never flirt autonymously, also max relationship and soulmates.
