Sims who Dislike Mischief Autonomously do Mischief

I've been having this issue nearly nonstop since the recent September patch.  Even though the sim hates mischief and has no traits that would trigger it to happen (I've even removed the skill several times), she still autonomously will start mischief interactions over and over.  She then gets the negative moodlet from disliking mischief. 

This is a new save, new household (it happened with the old one as well - I started a new to see if the issue persisted).  It starts up immediately after meeting someone.
